What is a Temporary Producer?
A
TEMPORARY PRODUCER is an
Alabama resident who is required to be licensed under the laws of this state to sell, solicit, or
negotiate insurance and who is
otherwise qualified for a producer license except as to having passed the written examination
for the following lines of insurance:
- Life
- Health
- Property
- Casualty
- Personal Lines
PLEASE NOTE:
A Temporary Producer license is only valid if the temporary producer is sponsored and appointed by an insurance company. Once a Temporary Producer license
is issued, the Temporary Producer may also be appointed to represent any affiliated insurer. A Temporary Producer license is a once in a lifetime license
per line of authority and is valid for a maximum of 6 months from the date the license is issued.
INSURANCE COMPANY REQUIREMENTS
Insurance companies must register the names of their company officials authorized to appoint temporary producers. Click
here for the form, which is to be submitted either via Email or fax. Each insurance company desiring to use temporary producers
must register at least two but no more than three “authorized company officials” who will be permitted to apply online for all
temporary producer applications. Insurance companies doing business through district offices must forward all potential temporary
applicants to their “authorized company official.”
Insurance companies must also provide a disclosure form to all individuals they are sponsoring as temporary producers. This form
can be accessed by clicking here. Companies are to maintain
these forms and provide to the Commissioner upon request.
Licensing fees for temporary producers are paid by the insurance company. Visa, MasterCard, and American Express payments will be
accepted. An NIPR transaction fee (approximately $6) is charged for each transaction in addition to the state fee of $120 per
insurer. NIPR FEES ARE NON-REFUNDABLE.
All temporary producer applications should be submitted online unless prior approval from ALDOI has been received. Prior
approval to submit a paper application is required for certain technical issues.
The effective date of an Appointment (or Termination) will be the date the transaction is processed. Any other effective date

INSURANCE COMPANIES ONLY:
Companies informed by NIPR or their licensing counterpart of a three to eight week
delay in setting up to process appointments online are allowed to download below
the appointment forms to process appointments for Temporary Insurance Producers.
Please note the entire license and appointment fee will be paid during the appointment
process.
HOW A TEMPORARY PRODUCER BECOMES LICENSED
After an insurer has registered its authorized company officials, the insurer will collect the necessary information from a qualified
individual who desires to be licensed as a temporary producer. Insurers may find it helpful to have the individual complete the
NAIC’s Uniform Application and to have it in hand when completing the online application, since the Uniform Application requests the
same information that will be requested in the Online Application. Click here for a PDF copy of the Uniform Application. Using this
information, an authorized company official must complete the online application at www.nipr.com.
At this point in the process, only the NIPR transaction fee (approximately $6) will be charged.
After an online application for Temporary Producer is submitted, ALDOI staff will review the application and may contact the applicant for additional information.
If ALDOI staff approves an online application for Temporary Producer, notice is sent to the Contact Person on the application, and the insurer will
then have 14 days to submit the company appointment and pay the state fees ($120 per insurer).
Upon issuance of the temporary producer license and the company appointment, the producer may act as a producer for the insurer under the supervision of the insurer. If the company appointment is terminated the license will be canceled.
HOW A TEMPORARY PRODUCER LICENSE BECOMES A REGULAR PRODUCER LICENSE
A Temporary Producer license is valid for a maximum of six months, during which time the individual must complete examination requirements. After the individual has passed the examination, he or she should follow the instructions
to submit Fingerprints. A Temporary Producer license will automatically convert to a regular Producer license if the licensee has
passed the appropriate exam and submitted fingerprinting on or before the expiration date of the license.

Expiration of Temporary Producer License
A Temporary Producer license that has not converted to a regular Producer license will automatically expire after six months.
QUALIFICATIONS OF A TEMPORARY PRODUCER
An Alabama resident must meet these qualifications in order to become licensed as a temporary insurance producer:
- Must be at least 18 years of age.
- Must not have committed any act that is a ground for denial, suspension, or revocation
of license, as follows:
- Providing incorrect, misleading, incomplete, or materially untrue information in
any application or in any communication to the commissioner.
- Obtaining or attempting to obtain a license through misrepresentation or fraud.
- Intentionally misrepresenting the terms of any actual or proposed insurance contract
or application for insurance.
- Having admitted or been found to have committed any insurance unfair trade practice
or fraud.
- For inducing, persuading, or advising any policyholder to surrender or cause to be
cancelled any policy of insurance issued to the policyholder by any authorized insurer
in exchange for a policy offered by the licensee where the surrender or cancellation shall
proximately result to the financial detriment of such policyholder, unless the policyholder
shall have been fully advised of that fact by the licensee.
- Using fraudulent, coercive, or dishonest practices, or demonstrating incompetence,
untrustworthiness, or financial irresponsibility in the conduct of business under
a license in this state or elsewhere.
- Improperly withholding, misappropriating, or converting any monies or properties
belonging to the insurers, insureds, or others received by the licensee in the exercise
of his or her license.
- Violating insurance laws or violating any valid order, subpoena, rule, or regulation,
issued by the commissioner or issued by another state's insurance commissioner.
- Having been convicted of a felony.
- Having an insurance producer license, or its equivalent, denied, suspended, or revoked
in any other state, province, district, or territory.
- Forging another's name to an application for insurance or to any document related
to an insurance transaction.
- Improperly using notes or any other reference material to complete an examination
for an insurance license.
- Knowingly accepting insurance business from an individual who is not licensed.
- Failing to comply with an administrative or court order imposing a child support
obligation.
- Failing to pay state income tax or failing to comply with any administrative or
court order directing payment of state income tax.
FINGERPRINT REQUIREMENT
Please be aware the fingerprint results will remain in our system only 30 days after you are fingerprinted. If the application reaches the DOI after
those 30 days you will have to get fingerprinted again and again pay the required fee. **Note: The Department can only utilize fingerprints processed
through Fieldprint. We also cannot accept fingerprints completed for any reason outside of pursuing an insurance license from the Alabama Department of
Insurance. The fingerprints will be utilized to conduct a federal and state criminal background check per Producer fingerprint requirements:

Title agent fingerprint requirements: Ala. Code § 27-25-4.6. Being
possessed of sound mind and legally competent to complete this request, the applicant authorizes the Alabama Department of Insurance, to obtain any and
all criminal history information on said applicant from the ALEA and/or FBI. Applicant may challenge or appeal any portion of his/her own Criminal History
Record Information (CHRI) that he/she believes to be incomplete or inaccurate by contacting the Records & Identification Division within ALEA 334-353-4340.

PROOF OF CITIZENSHIP REQUIREMENT
In accordance with the Beason-Hammon Taxpayer and Citizen Protection Act, Alabama is now required to verify the citizenship of ALL APPLICANTS.
Please submit proof of citizenship using the link below. There are sixteen different identifiers, including your official driver’s license, any
one of which can be used as proof. Your license will not be issued until this documentation is received. If information is not received within

Alabama Appointment Backdating
Effective May 1, 2018, Alabama will no longer allow backdating on effective dates on Appointments and Terminations. The effective date of the Appointment
