Notice is hereby given that a hearing will be held at 11:00 a.m. Central Time, on December 11, 2026, in the offices of the Alabama Department of Insurance, 201 Monroe Street, Montgomery, Alabama, as follows:
Adoption of amendment to Section 17.1 of Insurance Regulation No. 138 [Rule482-1-138-.17.1] which sets forth the list of statues and regulations applicable to captive risk retention groups. The proposed amendment would specify that captive risk retention groups, while generally subject to the requirements for registration of insurers under the holding company statute, are not subject to the requirements of the Liquidity Stress Test. Adoption of new Section 13 of Insurance Regulation No. 161 [Rule 482-1-161-.13] which is added to adopt by reference the 2027 version of the Valuation Manual developed by the National Association of Insurance Commissioners (NAIC), to include the revisions made by the NAIC in 2026, as authorized in Section 27-36A-15, Code of Alabama 1975, to be effective January 1, 2027. Any written submission of testimony prior to the hearing will not preclude anyone from making an oral or written presentation at the hearing.
