Notice is hereby given that a hearing will be held at 10:00 a.m. Central Time, on Friday, December 5, 2025, in the offices of the Alabama Department of Insurance, 201 Monroe Street, Legal Conference Room, Fifth Floor RSA Tower, Montgomery, Alabama, as follows:
Adoption of amendments to Section 2 of Insurance Regulation No. 159 (Rule 482-1-159-.02) to make certain adjustments to the eligibility requirements, the application process and the grant award process in the Strengthen Alabama Homes program, to be effective January 1, 2026. (4 pages.)
Adoption of amendments to Section 6 of Insurance Regulation No. 159 (Rule 482-1-159-.06) to make certain adjustments to the contractor eligibility requirements in the Strengthen Alabama Homes program, to be effective January 1, 2026. (4 pages.)
Adoption of proposed new Section 12 of Insurance Regulation No. 161 [new Rule 482-1-161-.12], which is added to adopt by reference the 2026 version of the Valuation Manual developed by the National Association of Insurance Commissioners (NAIC), to include the revisions made by the NAIC in 2025, as authorized in Section 27-36A-15, Code of Alabama 1975, to be effective January 1, 2026. Adoption of amendments to Insurance Regulation No. 164 (Chapter 482-1-164) regarding Pharmacy Benefit Managers to make changes necessary with the adoption of Alabama Act No. 2025-136, to be effective January 1, 2026. (14 pages.)
Adoption of proposed new Insurance Regulation No. 168 (proposed new Chapter 481-1-168) to set forth rules and requirements necessary to carry out the duties assigned to the Department of Insurance regarding a Nonprofit Agricultural Organization Offering Health Benefits, as set forth in Alabama Act No. 2025-296, to be effective January 1, 2026. Any written submission of testimony prior to the hearing will not preclude anyone from making an oral or written presentation at the hearing.
